WIRELESS PLANNING & COORDINATION (W.P.C)

The Wireless Planning & Coordination Wing (WPC) is a Wing of the Department of Telecommunications coming under the Ministry of Communications of the Government of India. The department is responsible for issuing amateur radio licenses, allotting the frequency spectrum, and monitoring the frequency spectrum.

WPC Registration requires RF (Radio Frequency) test report for Equipment Type Approval (ETA) for their product operating in these frequency bands. It helps Indian and foreign brands in launching their product in the Indian Market by getting a WPC certificate and Import license.

  • Licensing and Regulation

This department would be considered for all the licensing and regulations related to WPC approval. Licensing and regulation under this system would have to be taken to the above authority.

Eligibility Criteria for WPC Approval

The following eligibility criterion has to be met for WPC approval:-

  • Manufacturer/Importer

The applicant has to be a manufacturer or importer of wireless-enabled devices or other forms of equipment. The applicant can either be a domestic manufacturer of these types of devices. If the applicant wants to import wireless devices into the country, then there is a specific license to carry out the above procedure.

  • Authorized Representative

If the applicant is a foreign company, then an authorized representative must be appointed for WPC approval in India. The authorized representative can be a company that represents the foreign company in carrying out the filing process related to WPC approval.

  • Require De-Licensed Frequency Bands

The device has to work on specific de-licensed frequency bands. All devices that have wireless capability would be capable of working on de-licensed frequency bands.

  • Report from ISO Labs

If the product is manufactured within the country, then there is no requirement for any form of specific in-country testing. The only requirement is a particular RF report is required from an ISO accredited laboratory. RF means the Radio Frequency Test report which has to be produced by an accredited laboratory.

  • Frequency Results

The frequency results of the particular wireless accessory must be present in the results. The individual results must indicate the video bandwidth, resolution bandwidth, sweep, and frequency.

  • Authorization-cum-Agreement Letter for foreign manufacturers

This letter is an authorization for the agreement to enter into with the DoT. This type of agreement would only be applicable to foreign manufacturers. Such a letter or document can be available on request from the authority.

  • Technical Data Sheet

The applicant would also have to provide the technical datasheet which is available on request from the particular authority.

Documents required for IEC (Import Export Code) Registration

For IEC Code Registration following documents are required:

  • Individual’s or Firm’s or Company’s copy of PAN Card
  • Individual’s voter id or Aadhar card or passport copy
  • Individual’s or company’s or firm’s cancel cheque copy of current bank account
  • Copy of Rent Agreement or Electricity Bill Copy of the premise

The WPC department is required to obtain the Equipment Type Approval for importing the wireless devices into India. When a product is not certified with WPC and operates in the de-licensed frequency band, then it is required to obtain an ETA certificate (ETA stands for Equipment Type Approval)

What is the Procedure for applying for WPC Approval India?

The following procedure has to be utilized for applying for WPC approval:

  • Go-Online to the Department of Telecommunication Website

First and foremost the applicant has to go to the DoT Website. The following website has to be utilized for the approval process https://saralsanchar.gov.in/wpc_eta_report.php . Then the applicant has to go to the tab and click on apply for a new ETA.

  • Search Import Undertaking by ID

If the applicant is an importer of wireless equipment utilizing different forms of radiofrequency, then the same can be checked by searching the import undertaking through the ID. The applicant has to enter the import ID along with the captcha code.

  • Apply for New ETA

Application for the ETA is completely an online process. However, the applicant would have to make a self-declaration utilizing the following link https://saralsanchar.gov.in/wpc_eta_report.php.  The applicant has to click on ‘No’ when asked the question ‘Whether the equipment is working in License exempted/De-licensed bands?’ After this, the applicant would be redirected to another page where the information related to the product has to be provided.

The following details have to be provided:

  1. Name and other information related to the applicant.
  2. What is the nature of the device? For example, if the device is a mobile handset, then information on the mobile handset must be mentioned in WPC Approval.
  3. Provide information related to the model number.
  4. Provide information on who manufactured the product.
  5. The Frequency Range must be mentioned after this- for example frequency range would be such as 5150 MHz – 5350 MHz.
  6. Output Power has to be mentioned in the application.
  7. Modulation range has to be provided in the application along with remarks of the same.
  • To obtain an ETA, a document containing a detailed test report of the equipment acquired from a well-recognized laboratory has to be submitted to WPC for representation.
  • Permission from WPC is required for importing any radio equipment in India, including walkie-talkie, RC cars/boats, drones/UAV, ZigBee, Bluetooth devices, etc. Imports of radio equipment are into India, without prior permission from WPC, will be confiscated by Customs at the point of entry.
  • Equipment Type Approval (ETA) is mandatory for all wireless equipment or devices which work under DE licensed bands. The license is controlled and monitored by the Wireless Planning & Coordination (WPC) department. It will be granted only to an Indian agency and not in the name of any foreign manufacturer.

DOCUMENTATION

  1. Copy of registry in case the premise is owned.
  2. Copy of electricity bill/ water bill/ house tax receipt in case of the sale deed is unregistered
  3. Registered Rent agreement in case of the premise is rented
  4. Copy of electricity bill/water bill/house tax receipt in case of Unregistered rent agreement
  5. In the case of a village, khasra details are required.
  6. No objection certificate (NOC) from the owner Plan layout of the premise approved by an architect
  7. Partnership deed (for partnership firm or LLP)
  8. Photo, Id proof & address proof of partners (for partnership firm or LLP)
  9. Certificate of Incorporation (COI), Signed MOA & AOA (For companies)
  10. Appointment letter of a competent person
  11. Experience certificate of a competent person
