Private Security Agency License

Any Person willing to start a business of providing security services has to obtain Private Security Agency License. Private Security Agency License is granted by the Police Headquarters of a state. Additional Director General of Police is final authority for grant of PSARA License.

WHAT IS THE PURPOSE OF PSARA ACT, 2005?

To regulate the operation of PSARA agencies and training institutions. PSARA act further regulates the following:

• Code of conduct for guards in employment
• Licensing process and steps
• Norms of operations for private security agencies
• Code of conduct for supervisors
• Training criteria and activities of personals

ELIGIBILITY CRITERIA FOR PSARA LICENSE

Any person can apply for a PSARA license except for the below:

• Individuals having criminal record and charges pending
• Non-Indians cannot apply for PSARA license
• Entities having foreign Investment

• Sole Proprietorship
• Private Limited company
• One person company under Companies Act 2013
• Limited Liability partnership
• Partnership firms under Partnership Act, 1932

DOCUMENTATION

Detail of the Proprietor (PAN, AADHAR AND PASSPORT)

• Proof of Residence and Proof of Ownership of Place of business.
• Logo for the security agency
• The armed used or to be used details and the licenses obtained by them
• Identify card and such proof of employees.
• The uniform pattern or dress code of such deputing security agents
• The character and background verification certificate for the employees
• The board resolution or such document showing the decision taken to start a business of PSARA and duly signed by the authorized signatory of the company or organization.
• Required affidavits as stated in PSARA act.
• The tie-up may be in the form of MOU with the security training institute.
• Detail of Client agencies and deployment of PSGs/Supervisors/Armoured vehicles etc.
• Copy of the Current ITR filed by the applicant.

VALIDITY AND RENEWAL OF LICENSE

The PSARA license is valid for 5 years subject to non-cancellation for any non-compliance. The time-bound renewal of the PSARA license is pertinent to avert penalties. Applicants can renew such a license within ninety days from the expiration date.

GOVT. FEES FOR FRESH LICENSE AND RENEWAL

Govt fees for PSARA license is divided under three categories:

1. License in One District: 5,000/-
2. License in 5 districts: 10,000/-
3. Whole state: 25000/-

License renewal fees is to paid in the same manner.

Q. What is the timeline for grant of PSARA license?

The govt under the PSARA Act, 2005 has specified a time period of 45 days from the date of application subject to submission of correct information and documents.

Q. Is the physical inspection mandatory before grant of PSARA license?

Yes, the registered office and the principal place of Business has to be inspected by the Police department of the district where the PPB is located. Moreover, the present address of the proprietor/ partners/ directors can also be inspected by the department. Upon satisfaction by physical verification of premises, Police department will issue NOC for grant of PSARA license.

Q. Can a person obtain PSARA license in multiple states or union territories?

Yes, a person can obtain PSARA license in as many states or UT, it desires. Though, separate application has to be made for obtaining PSARA License in each state.

Q. What are the training requirements under PSARA Act, 2005?

The PSARA agency has to sign an MOU with a PSARA registration training institute that will provide adequate trainings to the security guards and security supervisors which will make them skilled and effective in their duties.
